Steering wheel became cosmetic bad

Hi guys,

I have a cosmetic problem with my steering wheel of my 240 Sundancer. First it began to crack a little bit, but a year later you can peel it of completely.

It looks like a varnish of something. Does someone has a good idea to make this like new?

I had a shop strip mine, fill the cracks, sand, and refinish to match my dash a number of years ago. Still looks like new!
