Steering pops when turning to port

When I took my new boat out on the sea trial, after about a 1/3 turn to port, there was a pop. this could be repeated in the same spot over and over. Could this be the linkage in the rudder? I know the starboard rudder is sloppy, both side to side and up and down. This weekend is where I am getting into the mechanics since it is going to be 70 degrees here.
 
Yes there was a surveyor when it was found. We were doing to sea trials when it was heard. I been busy with all the other stuff that was found and now getting to the minor stuff. I was just trying to get some ideas of where to start. Today when I was on the boat, on land, I found it would make the noise and get stiff just before a small pop, not like what we heard underway. I think I need to start at the rudder area and see if there is anything misaligned or worn. I do know there is some play up and down on the starboard rudder.
