Steering on 305 Sedan Bridge

1988 Sea ray 305 command bridge. Stored for three years and purchased in CT 2015

I purchased one of these over the winter and I just got it to my marina after a short ten mile initial run. I have no complaints about power or handling except for the steering, because its terrible. It seems to use a straight hydraulic to two very small rudders. There seems to be no pressure canister or pump. The feeling out of the steering is very weak. Almost not responsive. Has anyone updated their steering on one of these boats? What did you do?
 
The steering is a basic hydraulic. Fill is at the helm and it consists of just hydraulic lines feeding a steering rack connected to two rudders. The helm appears to be the pumping mechanism. No pressure pump system. There is also no pressure can to pump up that I have seen on other boats. The whole system is very weak to me.

Are the props pocketed?Unfortunatly most searays will have prop pockets and small rudders,this makes them a bit difficult at slow speeds,unless you have diesels that is.
