Steering actuator torque specs

I have the power steering on my Mercruiser 5.0 MPI Alpha 1, and it has enough play in it to rattle at the clevis pin end. It is mounted by a large (I think 1 1/8") bolt fastened down from the top and has a metal retainer. My question is how tight is this bolt supposed to be. I can move the actuator up and down maybe 1/16" to 1/8". It moves just enough to cause the far right end with the small clevis pin to rattle against the steering housing.

Should there be play in the assembly when mounted? If so, any suggestions on stopping the rattle against the housing, it is the far right clevis pin assembly in the pic. I thought about using nylon washers or something like that.
