I am assuming that I need to pull the riser and manifold to remove starter
adjusted my shift cable and seem the went bad when I tried to start it to make sure I did it correctly

Can you rewrite that?
I adjusted my shift cable, once that was done I put it on the muffs to hear it shifting to f and r
the starter is grinding, not sure but it looks like I nee to pull the starboard manifold to get the starter out, but I may just get by with loosening the fuel fill hose to be able to get thru the tight space

I've changed both of my starters in the past with the manifolds on. It was a dumb idea. I don't recommend it. You'd be looking at hours of work.
Pulling the manifold and riser, then re-installing after you change the starter will take a lot less time.

I assume you are shifting this with the engine off? If so what's the starter got to do with the shifting? Is there something I'm not getting here?

I adjusted my linkage, after doing so I put it on the muffs just to listen to it out of water, yes I spun it by hand and it had the same feel in both directions (propellor) but I wanted to see if I had the adjustment close enough to where it didn't drag between gears
so when I had the boat down for ANOTHER ISSUE, (lower unit seal) I also did PM on the boat such as tightening clamps washing down engine compartment, you know usual stuff that needs looked over, well while washing down bilge area I must of gotten the starter wet cause now it's not engaging fully and grinding

I agree, I hate trying to take short cuts and in the long run remove a little more to make the job easier,,, thanks

If you do need to replace your starter do your wallet a favor and check these guys out.
They are in your state, have excellent parts and free shipping.
I have been using them for years with no problems.

+1 on DBelectrical I got a starter from them and it has been excellent!

I just removed the starter from my 1995 250DA with a 5.7l v8, didn't need to remove enything else?

just a safety reminder.....be sure to get a marine starter so it is ignition proof.....once you have had a close call on blowing up your boat and yourself like I have you get a little paranoid about stuff like this......

Turn out to be just A LOose starter . I guess that's another pre trip inspection before hitting the lake.
