Starboard engine no power when in gear

Starboard engine runs a little rough at idle gets better as it is throttled. When I engage the transmission (forward or backward) there is no power when throttled. The engine runs extremely rough and at almost WOT doesn't get to 2000 RPMS. Fuel Pump OK (pressure tested), Wires, Cap, Plugs OK, (recently replaced) Fuel separators replaced. The starboard gas tank has been drained and cleaned. The tank was contaminated (water) and caused Fuel Pump failure. I ran some Sea Foam through the Fuel Separator and the engine does idle better. But No power when in gear. I am thinking Throttle Sensor and/or clogged injectors. Any help will be greatly appreciate. weather is "Sunny & 75"
 
Could be in guardian mode... for a bad sensor. May have to get an analyzer on it to determine which one. The other alternative is to start swapping parts.
 
What is Guardian Mode?
When the computer detects an issue with a sensor or controller it goes into Guardian mode which limits the RPM/power to prevent additional damage.

Frank would know better than I, what models had it or not.
 
You didn't mention it and they are sometimes overlooked but what about the inline fuel filter?
 
In the guardian mode, would there be an alarm? and would it throttle up when out of gear? I will put a code reader on it and see if any issues
 
Can you start from the begining,

How was it running before and how did the fuel get contaminated? if you ran it with the bad fuel yes you might have fouled plugs or clogged injectors, did u try octain boost and injector cleaner?
chevron makes a great product for that in a black container
