The pics look like the 3 screws are into the deck and not through bolted. So I am unsure what the screws are for if it is through bolted?

All the bowrail stanchion deck plates are through bolted with backing plates. Not sure they make boats with "screwed-in" deckplates, but if they do, no one should ever buy that boat.
