Spotlight Question

My RCL-100 remote spotlight will only move left and right. I see that the pad is getting power because all of the green lights are lit up. What would cause it to not move up and down?

On ours the surveyor said its due to lack of use. Oxidation builds on the contacts. Need to exercise it.
