Spit shine

I bought my boat used and it lacks that "spit shine" wet looking gloss most other boats have. The gelcoat below the rub rails is good and that part of the boat shines really good now that I've washed and waxed it well with a buffer. The problem areas are all above the rub rails, like the sloping section that form the gunwails and along the side below the windows to the bow. The areas are dull and dont really shine at all, although they feel smooth after I wash and try to wax them up. She was left out in the weather for years before I bought her and I'm sure this is why. I want to restore that wet shine that most boats have, with the exception of the no-slip deck areas of course. I've read tons about polishing and waxing and stuff but I'm still a bit confused. Is this what is referred to as oxidation? How can I get this stuff off? I've never used any cleaner waxes or anything on it yet. All I did was wash and wax it thoroughly before the season started so I could get it in the water and start learning how to drive it. Now I want her to look as good as she runs. Any help is appreciated.
