96' Sundancer 270 7.4 Merc Bravo 2. I removed the tube going into the out drive and was not able to blow into it so i'm pretty sure it's not the cause. Is there anything in the outdrive that could be plugged or broken causing my speedo to not work? I removed the gauge also and it appears ok. Thanks.

Flip that around. From what you have written, it sounds like that IS the cause. Very, very common and lot's of posts about this if you want to search. But, in a nutshell, locate the small hole on the leading edge of the drive, just above the gear housing. Use a small drill bit and, by hand, remove whatever junk has jammed in there.
