Solenoid Not Good out of the box

Has anyone ever replaced their solenoids (8.1's) on these engines and the new solenoid was not functioning straight out of the box. I'm talking about the solenoid that is located on the top side of the engine mounted under the electrical panel right next to the BIG RED breaker button

The old one clicked but wouldn't start the strbrd engine. The new one doesn't even click:smt100

Check for voltage to new part.If voltage is good part is bad.No voltage, elec. problem.
