Very unlikely since the WHO is and always has been, opposed to travel bans in response to outbreaks. Besides, per your source, South Africa actually announced the variant's existence.
However, it does seem the variant will increase vaccine uptake. One of my daughters went to Publix yesterday for her booster appointment. She said the place was packed with walk-ins wanting to get their first shot.

Seems this statement of your is very misleading, what was actually said was" stop further shipments as they have enough in inventory" this also applied to Johnson & Johnson. South Africa has only vaccinated 35% of its population and administration of the vaccine is an issue.
