I am assuming this is the shower sump pump, I found it under the steps in the cabin of my 250DA, I am not sure

a) what it is for

b) why the case is full of water

c) what the black hose that does not appear to be connected to anything is actually doing there, and should it be connected

The casing does have a float switch in it, but, that is also not working. Pump is an Attwood V750

It is a shower sump as you suspected. It will always have some water in it, and emptied once the float switch reaches the high point. Do you, or did you have AC on the boat? That may explain what the other hose travels to.

Thanks for the reply, I do have A/C, yes, however the hose diameter is too small for it to fit over the fitting on the case, and, there is no tell tale hose clamp laying around. I will just try to trace it back to its source, its an annoyance to find a hose with no visible fixture :). I will also probably have to fix the wiring as the float switch does nothing at either end of its end points.

It's supposed to have a lid on it to keep the grimy water from splashing out and smelling. Also, take a look at that brown wire - a previous owner replaced the pump and used a wire nut. That is a no-no on a boat. Use a butt connector like the other wire (blue connector).

Maybe a previous owner had also replaced the discharge hose - that might explain the extra hose laying around (they look to be the same size). I believe it's too big for a typical low-volume drain hose. Blow some compressed air into it and go around the boat listening to where it comes out.
 
I'd verify you have power first, then tidy up that wiring. Looks like some "cool mods" have been made. Next step is to clean the box, the float & the pump itself. As you found out they can get pretty nasty. If indeed you have no action when the float is lifted, I'd suspect the pump burnt up trying to pump solids. Run some water down the shower drain to be sure it reaches the box, then verify that your A/C drain is doing the same. Hard to tell but I don't think that white hose is a factory install either.
 
If the lid is missing and the pump/switch are DOA, you might want to just start over with a new sump kit that includes the box, pump, and switch.

Once you get it working pour some bilge cleaner down there now and then to break up gunk, especially if you use the shower. Also, try to never use bar soap in the shower as it clogs things. Use body wash instead.

Just replaced the pump in my 280 DA. It removes the condensate from the AC and the shower drain. The float didn't work consistently so I replaced the pump and it works fine. Not a bad install, just a little crowded working on the wiring. And, yes, use crimps!
