Smoke on the Water?

Disconnect the hose that goes to the bottom of your manifold and see how your flow looks. Also check the flow that comes from the raw water pump that goes to the t-stat housing. On a cold engine at 1,000 RPMs you should be getting at least 9 and 1/2 quarts in 15 seconds.

Sure sounds like a blockage to me. I would probably start here also as it's least invasive.
 
As mentioned Steam or smoke?. If steam, I have had steam from day one / 7 years now. Versa lift mufflers. In the beginning of the season you can barely see behind my boat there is so much steam. It's the cold water. It gets better as the water warms up, but still steams all season. I'm also closed cooling and my system is perfectly maintained. Perfectly normal..
 
Well, I finally figured out what was causing the excessive steam. Somehow oysters got past the seacock and into the intake hose before the strainer. However, I messed up my raw water pump and am having that rebuilt before I test drive the boat. Thank you everyone for all the help.

Huh. Was the boat overheating? I'm wondering why ousters would cause excessive steam. You didn't drive the boat yet to verify right?
 
Do you have pressure sensors? I do and that helps if there is a flow problem. What were your pressures?
