I think you could remove side vents to get access to cleats

Thanks boatmailster, I initially suggested that this might be the solution but you are the first person to suggest it. It is difficult to see if this will be the solution unless I remove the long plastic piece covering the blowers. I also find it strange that if this was the solution, that Sea Ray wouldn't have suggested it.

Has anyone ever had this piece off? I would hate to go through all the trouble only to find it doesn't get me there.
