Anyone have a good link to all the minimum coast guard safety requirements? Something that will explain in detail what is needed to a new boat owner that I can pass along? Trying to make it as simple as possible for them, like grab it all in one stop if possible. Especially new fire extinguisher regulations.

Yeah I would appreciate it if you can post a link or something.
Here is the VSC. The VSC lists equipment above and beyond what is required, but you'll get the idea. A plus to this, when you have a successful inspection, they issue a windshield sticker that if the regular USCG sees it, shows you went above and beyond and if there are no apparent problems, chances are they won't board you for a check. Your insurance may even give you a discount for it.

I would also highly recommend taking either the USCGAUX or the US Power Squadron boaters safety course. The courses are a wealth of information , boaters being taught by boaters, plus, you get an insurance premium break with either of these.

Check your state laws, as you may ALSO need to take a state sponsored exam.
Your state boating website will also list what is required to have on your boat, as a bare minimum
