Rubrail and silicone question

So, recently had the boat painted, rubrail down, and one thing they had to spend extra time on was the removal of silicone caulk between the underside of the rubrail and the gelcoat. Since that area is getting painted, they needed to remove the silicone. Is there a need for this silicone? The painter and owner both seemed to think there was no reason for this and that Sea Ray would not have put it there, but if it needs to go back on, I can do it. Anyone else see this or know why it’s there?
 
If you're talking about "externally" between the rubrail and the gel, you are correct. It would not have been put there initially and there is no need for it. All it does it trap water underneath the rubrail.
