RPM issues

Hello all, here is the deal in the beginning of the season all was running well, motor revved out up to 4200 @ 30.7 MPH under a load without an issue up until 2 weeks ago I was losing RPM’s also a slight miss. Okay, I replaced the points, plugs, cap, rotor, checked the timing which is set to 8 BTDC etc.. even checked the advance in the distributor which was a little stuck due to the springs, cleaned it up and started the motor and it ran better which I thought, jarhead and I took a ride but noticed the motor was bogging out a little bit and maxed out at only 3800 RPM’s @26MPH we thought WTF and back to the drawing board. We then decided to rebuild the carb which wasn’t in to bad of condition took it for a ride and still the same RPM’s @3800, played around with choke, checked over everything to find all was good, I’m stumped any answers out there I would really appreciate it very much.
 
Lack of fuel? Changed fuel filters recently? Not just the spin on water separator, but also the small mesh filter where the fuel line enters the carb.

Oil level ok? Any sign of water in the oil?

Failing that, I'd do a compression check and possibly a "leak down" test.
 
What about the fuel pickup, check valve & vent? Whats the condition of the rubber line from the valve to the lift pump?
 
First check your RPM guage make sure it is not sticking tap on the guage when your running it. next when was the last time you change the fuel pump I would change that and go for a ride. Good luck
 
Did you change the plug wires? Maybe a coil going bad also. Make sure all you cylinders are firing. You can use a timing light to see if each plug is getting spark. Should see a steady flashing of the light.
