Resealing underwater exhaust

Boat was hauled today noticed the sealant on the port side exhaust is coming out.
2002 310 Sundancer V Drives
I see the screws holding the torpedo on to the hull.
Are these thru bolted or threaded?
Any help greatly appreciated.
