Does the water thru hull need to be closed prior to removing the elbow and changing it?

It “should” be above water level.
But not a bad idea to close it.

If its raw water or 1/2 closed cooling, drain you raw water first. If it’s full closed cooling, you’ll need to drain off some antifreeze also.

Just curious, is your seacock hard to reach? Seems it would be easier to just close it as a precaution than to even ask the question. Not dinging you, just curious.
