removing and replacing handle/grab rail of cabin door, 1999 sundancer270

i"m looking for a little guidance, my cabin door handle partially popped off. The top of the handle is disconnected from the bolt, and the nut. i think the nut should normally be welded into the top of handle but is broke and remains on the bolt, leaving the bottom of handle loosely attached to its bolt? or steel protruding stem. I pealed back the interior vinyl wallcovering and discovered no access hole for the bottom of the handle's bolt or stem, but easy access to the top bolt. I have a friend who can do the welding but my main concern is removing the bottom of the handle since there is no access hole?? Can anyone shed some light for me? Also, dry lube for rails?Thanks bill

Can you take the top bolt out and spin the handle off the bottom bolt?

Vaseline works great on the rails!
 
I can remove the top bolt, but the bottom bolt or stem spins freely. I'm still not sure if its a bolt or a metal stem that holds the hand rail vertical. I also have'nt tried using force to lift straight out since i'm worried about damaging it. Thanks
