Removing and keeping rust off water toys

I wasn't sure what other forum this question would be appropriate in so I'm dropping it in here.

I have a nice less-than-one-year-old kneeboard which I keep in the storage area under the floor in my boat. When the boat is not being used I try to keep the door to this area proped open so that it will dry out. When I got it out to use this Saturday I noticed that the metal buckle which appears to be stainless that is used to adjust the knee strap has started to rust in several places.

I'd like to safely remove the rust and also keep it from coming back. Does anyone have a product suggestion for doing this? Finding one product that will both remove rust and protect the metal in the future would be preferable.
 
If the hardware is truly stainless, which does rust after early use, try navel jelly on it. use copious amount allow to dry then wash off neutralize in water and baking soda. It should stay bright and rust free for a long time. If the hardware is chrome over something. use something like Flitz and an old tooth brush and scrub the rust out.
 
Thanks Chad. It is probably chrome so I'll check into Flitz.
