God only knows. It actually says "not for navigation" on the lower left. But the OP wanted something free to (in his words) "play and fantasize" so as long as that's all it is, I'm not sure it matters.
(For the record I pay for Navionics on the boat and my phone, but I do some preliminary planning using this on my laptop at home.)
