Question incorrect WOT

guys - I have a wot question and have seen some contradictory threads, 2005 320da with 350mpi horizons and b3's.
Clean bottom and props with new bottom paint in last couple of months
90% fuel, 75% water,350lbs in Two adults.
Dinghy on back with 15hp Yamaha - see pic in Signature.
Reasonable day in open water 2-4 knot winds and 2ft waves.

What would you say my WOT expectation should be?
 
My understanding is your WOT should be the engine rating and not depended on fuel load etc. on my Cummings 425 I should make 3000 rams. I understand there are variables but the figure you should start with is the manufacturer rated rpm. Please chime in if I'm wrong!
 
My wot three years ago was in the 46-4800 range depending on conditions and load - I had seen a degradation over the last three years and had bottom painted thinking it would make a big difference - last week I could not get her above 4300.
In my experience load and weather have a material impact on wot, but this is more than I would expect.
I think I need to get to emptier load and offload the dinghy and try again.
Some may recall I had an engine issue last year and ended up replacing all plugs and DIST cap.
Meanwhile - tests I should consider, please add to the following with suggestions:-
Lower load wot test
Diagnostic to look for codes
Compression test (maybe a leak down)
I will dive the bottom again to look but I feel sure it is good.

Anything else?
