Question about head controls and light panel

Hi folks, I was wondering if this particular system is still in use in my boat. It is lit up but I have never seen it go half tank ever. And when I press the flush button nothing happens. I have the vacuum flush where it has that lever that you step on to flush. Pls help explain to me. Thanks.

Check the tap down in the bilge, it is probably in the open position. meaning that the toilet is flushing straight out and not filling the waste tank.

Hi Ian, But in the panel board the waste tank gets emptied. I can tell because it takes time for till i see the empty label. I am asking because all the while i thought it was an old system already.
