I'll bring a heat gun down and see what the temps are. They are cool to the touch but I wouldn't way warm.

I have the same but put them on the internal oil cooler (6v92 Detroit). I bought the ones with thermostats so they cycle. I believe there on until 200 and then cycle between 175 and 200. I ran a new outlet into the ER with a GFCI outlet. Now I have a breaker on the panel that is labeled "Block Heater(s)". Makes it easy to turn on/off, I have no intention of running them all year, no reason for it.
To comment on the engine temp feel to the touch, mine do not feel that warm to the touch either, but my engine room is ~55 when it's low 30's out. And they started right up today. First time they ever did that when it's still cold out.
Anxious to fire mine up now... Won't be long. Cold 30 degree weekend but supposed to be 70 in Annapolis Friday.
