Problem with Cruisair air condtioning

I have a Cruisair heating/air conditioning unit. It's tripping the circuit breaker and the copper pipe I am pointing to in the picture is getting almost too hot to touch. Any ideas on what could be the problem?

Where is that? In an RV?
Anyway that tube get's hot - normal.
Tripping a circuit breaker is another thing - could be a compressor starting capacitor, the circuit breaker is failing, or there is a bad wiring connection.
If it's in a boat it could also be an issue with the raw water pump but the AC unit would trip out on HiPs code.

It's in my boat.
 
Thats the heat exchanger, and should have water flow thru it to keep it cool. Can you confirm there is water coming out the thru hull?

If no or low flow water something wrong with the raw water pump. The pump breaker may be tripped, or your raw water is clogged up. Check the strainer basket, or you may have to the system descaled.
