Power Steering Stuck

My 1991 Sea Ray 20' BR steering is stuck. Had intermittent problems last year but now can't turn (either with the steering wheel nor trying to move the out drive myself. Plenty of fluid in the power steering container. Some lubrication on the shaft. Not sure what's going on. Any help is appreciated.
