Power Steering Failure 1989 Sea Ray 250

The power steering in my Sea Ray isn't working. I just purchased this boat and it just had a new engine. I'm not sure if the PS was working for a short time after the engine was replaced or not. I just bought it last week and it hasn't been working from day one.

The steering cable is working fine. With the boat out of the water and the engine off, the steering wheel moves very freely. No problems.

In the water with the engine running, there isn't any noise coming from the power steering pump. It's quiet enough, has plenty of fluid, and there are no air bubbles when I open the top.

1. Does a PS pump have to be bleed like brake lines?

2. Is there an electronic switch somewhere to tell the pump which was to apply pressure?

How can I troubleshoot this?
