Power Issue

Hello, I am new to this board so I hope this is the right spot for a question. I have a 2000 sundancer (454 bravo3 single)and i am having a power (acceleration problem). When I throttle up to get on plane the engine goes to about 3000 rpm, struggles to get on plane. Once on plane it peaks at about 4100 rpm. The block stamp says 4200-4600 rpm. I checked all plugs, wires, put in new distributor cap and rotor, checked fuel filter for water. I am stumped. Any help???

What used to be the wot rpm's?
Is the boat wet-slipped?

WOT is about 4500 normally, but it is peaking out at about 4100. It is stored in a slip at the marina, have no trailer for it.
