Port engine won't turn over

My 89 300 dancer's engine wont turn over. It will with the emergency start, sometimes... Batteries are good! when the key is on the trim tabs don't work and the engine stall horn does sound and the outdrive trim does not operate....

Starter and or solenoid...
If the batteries are good, it shouldn't make a difference using the emergency start switch to parallel the batteries...
But go ahead and jump the solenoid terminals with a screwdriver and see if she cranks.
