You really should check the exhaust flappers inside the exhaust. With that low water flow it's possible they got cooked and are trashed or gone. Happened on my project boat.
I dont know why people won't believe these water pumps are crap and fail. It always the same.....just change the belt and try it. Good thing you didn't do that.
