Peanut pad / Switch panel, or EIM?

2004 240 Sundeck switch panel is dead. Tried to probe the plug on the wiring harness (black & red wires) and don't see any voltage. What is the best way to troubleshoot this problem? I'd like to know if I need just a replacement panel, or a replacement for the EIM.

When I push the 'test' button on the side of the fuse panel all the lights are green. Does this just mean the fuse panel is getting power, and then it goes through the EIM to the wiring harness (bad EIM)?

I'm seeing the Flounder Pounder system, and it looks nice - but a plug and play replacement panel from Digital Marine Products would be better if that's all I need. I also see that an outfit called Island Marine Products sells replacement panels and also an EIM replacement from Blink.

Any thoughts, suggestions, or personal experiences would be appreciated.

I recommend avoiding Island Marine Products. I purchased a pad+EIM for a 2006 SD 200, and told him very specifically I needed prompt shipment to meet a repair objective, and if he couldn't I would buy from FP. James Sireci assured me that EIM's were in a warehouse at Blink (manufacturer) in Chicago and could be shipped immediately. Weeks go by, no EIM -- I ask, he says oops, I was wrong, they are not in Chicago, they are in Italy but will be shipped right away. The next week he tells me Italy couldn't ship because they didn't have "boxes" for shipping. It's Italy, maybe that's true, but they were not supposed to be in Italy in the first place! When I comment about the one month delay and the Italian problem, Sireci starts sending me snarky emails about me being an impatient "Amazon" customer. He could have apologized. It's my fault he lied? Does he tell all his customers you'll get it when you get it?? Awful Guy who has a problem with the truth and taking personal responsibility. Obviously, I can't tell you if his electronic solution, made in Italy (also not disclosed) even works. Wasn't worth the frustration and anger to deal wih him. Pay a little more and go with FP--they've got a proven system, online ordering, reliable and professional in my communications, not a fly-by-night. I wish I had.
