No dock side water

Last weekend at the Norfolk Harborfest when we turned on the dock side water I go no water coming through the system. Thought maybe the pressure regulator was to high so turned the water off dockside, released all the pressure from the hose and ran the pump side water to clear any water pressure out. Turn the water dockside back on very slighly with sink valve open to relieve pressure and still got no water from the dockside through the system. What gives as I have not had this kind of promblem before. We never keep the water hooked up to the boat as we haul water since the home marine has bad smell so we bring from home. When we are at a good water source from a transient marina we load the tank up and the system works fine.

If you know whats going on, we'd appreciate your knowledge.
 
Mine did that last year. I put a water regulator on it this year and that solved the problem.

It should be easy to troubleshoot. If I recall, there are only 4 screws holding the regulator in place. Take it off and by-pass it, and you'll know for sure if it's the shore line or the regulator itself.
