New house battery not charging

I have two start batteries one house battery, house battery has about 4 volts in it. Is it cooked? Please see the photos regarding the pronautic charger. It appears to be working but who knows. I used a portable charger to charge the house battery. for about ten minutes but when I removed the nods, still nothing. Should o replace the battery or the charger or both?

What kind of portable charger was this? 10 minutes is barely a fraction of the time needed to charge a battery with anything but a high power charger - and even then it's only scratching the surface.

Please don't take offense to this, but if I may be blunt for a sec... if you don't feel comfortable doing the checks we asked about and answering the questions, that's fine. Just say so. Not everyone is comfortable with electricity. It might be best to hire someone to help you.
 
Not much info to go on here, but there should a battery isolator in the system right? If so is the new house battery connected through that? If not that could be why it is not charging also. The isolator is usually on the fire wall with 4-5 heavy gauge wires attached to it. It would look something like this -

There is one like this, is there a fuse in it, can this malfunction to cause charge not to charge

I am trying believe me, will be at the boat tomorrow to replace the charger and the house battery. My intent earlier was to put some resistance to it as I was advised by a member, house battery had 4 volts in it

That is essentially a bank of diodes and if shorted out can burn out. But that is also so two alternators can charge three batteries. It needs to be checked with the engines running.

Your replacing things by trial and error and will probably be back in the same place before long. Good luck. ...

Like Orlando mentioned, this is not the way do this. If you're OK with replacing things without diagnosing... well... I guess that's good for the economy, anyways! :)
 
Charger output indicator does not show anything, is that normal? Please see the attachment

The charger was not working, when I turned off everything for a week (charger and shore power) and turned back on after a week, it started working again. What could it be? Should I replace the charger?
 
This problem continues to exist. The house battery is charging when the engine is turned on. Does this mean isolators are ok when engines are off and shore power is on? Charger is not charging house batteries continuously, right after reset, the charger fan starts, charge reaches to 14 volts then within few seconds the charge drops to 0.9 volts and the fan stops.

How much resistance is needed in the house battery when drained to get them to charge again
