What is above that section of joists? Is is load bearing? Does it see any dynamic loading?

Just a quick follow up and thanks to all those that commented back on this post. I did hire a PE who came up with a very simple and cost effective repair, basically 3/4" plywood for the web and 2" angle iron for the flange all through bolted with 1/4" bolts. I thought it was kind of light duty but he provided the documentation to go with it. $350 for the engineer and $100 in materials. I still would have rather spent the money on boat gas!
