need help please

i have an 1985 21f Sea Ray with a 98 5.0 Mercruiser engine and Alpha One. I had my "mechanic" work on it. When he took the boat, the steering worked, when I got the boat back.......steering broke. Steering wheel will turn stiffly to starboard side and move outdrive, but will not turn to port or move outdrive past certain point. Mechanic said to replace power steering actuator (which I did) and high pressure hose...problem still exists. I pulled the pins out to operate steering cable freely and steering cable will not move freely. It binds when I try to go to port side. Is there any way to free up the cable or do I need to replace?

Yea, I would take it loose, if you still have the problem it may have broken or frayed in the sheath and just needs a new one.

Did he reroute the cable for some reason? If not, sounds like time time for a new cable. There is no practical way to rehab one.
