Need help on 1999 4.3l no start

I have a 99 marada 226 4.3l. When it was winterized the mech left the plugs out and failed to tell me...well you can guess what happened. I've replaced the starter and slave solenoid,cleaned all connections,have power to everything and still just a "click". Mine does not have the circuit breaker or the 90amp fuse. Was that way when bought. I also found a red wire coming from the ignition thats a constant hot and im lost as to where that goes. But,it has the yellow/red hot already on the switch??? Bumfuzzled...any help would be appreciated!! Thanks to all my floating friends....
 
A single click could be low voltage from a weak battery or corroded or loose connections.

check them all

could also be a bad starter solenoid.
 
I have bench tested the starter which is brand new and its a brand new battery as well setting at 12.75 without a load.

Ok. Now get in there and make sure you have a good clean ground connection at the block. Follow the heavy black ground from the battery to the engine block.

Make sure the terminals are clean and right too.
 
How's your voltage there? Key on, jump the 2 larger terminals. Got a good ground source there? Small y/r is the trigger wire from key switch. You need 12v. there. Got 12v. on the heavy r/p wire there?
 
12v on r/p,good ground on solenoid. Should the y/r wire from the switch to the slave be hot continously or only when switch is thrown to make contacts close?
 
Small y/r is the trigger so is 12v when key is turned only, It transfers the power from the r/p to the heavy y/r that activates the starter
 
Ok so I have 12v at y/r when switch is thrown. Motor isn't seized turned the crank with breaker bar and everything moves including flywheel.
 
Jamb a screwdriver between the terminals on the starter. That would tell you right quick if your starter will spin your motor
 
So sat all winter with open holes in each cylinder? Fill the holes with oil then turn the engine with a breaker bar!

I don’t think a starter could turn that rusted up motor if it were Hercules!

No. The drain plugs in the manifold and block. He was supposed to fog em and put em back in...worst 110 bucks I ever spent smh. The boat filled with water up to the starter and burnt it up. Now I've replaced starter,solenoid,new batt term,cleaned connections,checked for power at slave and starter solenoid, bench tested starter its good,and now I'm ready to burn the boat. Am I missing something that I've carelessly overlooked??
