Moisture on transom

We have a 2004 Sun Deck. Have found there is high moisture content on the transom around the outdrive mounting plate. Through speaking with a few experienced Sea Ray mechanics, they said that Sea Ray never sealed the transom cut out, but rather used a rubber seal on those boats which can break down. Has anyone heard of this as being true, and if so did sea ray do anything about it.
