So I'm in PA. If I wanted to buy a car from a private owner in Michigan what do we do? Based on my research it's similar as to here. Here both parties go to a notary. Is it the same in Michigan or is there some other office we would need to go to? I know in some states the seller can just sign the title and sign a bill of sale then I bring the car back here and go to a notary here but doesn't appear Michigan is like that.

No notary needed to sign title in Michigan. Just make sure the VIN on the car matches the title and you can verify the owner is actually selling it. I don't think there is any need for you to go to the Michigan Secretary of State.
Just contact your titling office, whatever they call it there, and find out what documents other than a signed title is needed for you to have to transfer it into your name. Just get it insured before you transport it.

With addition of writing a bill of sale, also that’s all I did several years ago when I sold a pickup to an out of state person.

Had a neighbor that was a county deputy and on their recommendation I kept copies of all the paperwork for a couple years just in case. (Buyer was a migrant farm worker, wanted to make sure I had proof wasn’t my truck anymore if anything happened down the line)

+1 to the above. I've also asked for a copy of the buyers proof of insurance, just in case.

Make sure the buyer signs the copy of the bill of sale you retain...

I would be the buyer...well my mother...lol. She found a Mustang GT convertible she likes so 6 hour drive. She is waiting on more info from the seller

A couple years ago I was on vacation in Florida and ended up buying a mustang. I went online and had it legally registered in Wisconsin before I left for home.

Those cheeseheads did something in a way that made sense??

Or should say allowed you to do something that made sense.
