Low AC voltage at the main panel

Just took delivery on my 02 310. I plugged in my shore power and only have 63 volts at the main breaker in the cabin. I have 130 vac at the shore power outlet and breaker.
Is there another junction point between the transom conn. and the main cabin?:smt100

You have a ton of resistance somewhere at a plug or where a wire connects to a plug fitting somewhere. Start where you know the voltage is good and work toward the panel. You will have to take stuff apart and look at the connections and corrosion (that i expect you will find). Use the same multi meter for the whole process and don't trust the one on the panel. You could take a reading from the back of the panel to verify the panel reading first before taking everything apart. Do any disassembly with the breaker on your dock off, then have someone turn it on and off to get your readings. This is a serious problem as the resistance will make heat and result in a fire someday.

If you have a generator, there is another junction where the ship/shore power switch is.
 
Did you check the voltage at the end of the cord? (rule out a bad cord, first). If that's good, I'd pull the shorepower inlet and check the connections on the back side to be sure they're tight. Then on down the line until you find the voltage drop like Chris said...
 
Plug your shorepower cord to the dock pedestal and check the end of the cord where it plugs into the boat....could be a break or mashed spot in the cord.
