Looking at a 95 200BR with the 5.0 engine. Want some info

I am looking to buy a 1995 200 BR. It has been sitting for four years not being on the water. I took it out for a test drive this week and have some questions. The steering feels very tight, is that normal, or is that a sign of something wrong. The boat was winterized before last run, and we obviosly de-winterized it before taking it out. Any info on what I should look into doing after the purchase. It ran fine at full speed, however it only acheived 3100 RPM, not sure if that is normal for that size engine, friend who has been boating for years feels that the engine should get around 4500 at top end. Ran the boat at full speed for about 5 miles, and had no visible issues in power or boat, just not sure if I am really checking it out good, or being tunnel visioned by the idea of a boat. Please help.

3100 rpms for a 5.0 is way to low have the props been changed from spec if they are the spec props and they are in good shape you need to have it checked out might. Neednplugs and wires and a general tune up
