One of the great things about all of the mechanic shops in Ft Myers getting decimated by hurricane Ian is that I am getting to know my boat a lot better.

1.) Leaking a light green/blue slightly viscous fluid - what is it, and how do I replenish the reservoir on Cummins QSB 6.7

2.) I have a Lofrans 1000 USA Windlass. Somehow the Fall Safe latch is now engaging when we try and lower the anchor. The latch is spring loaded, but it forces it closed and the mechanism that keeps it open during normal operations is non-functioning.

Is the fluid engine coolant? That looks like a line to heat a water heater with engine heat.
Agreed that looks like a water heater loop with coolant. Nice to have but one more thing to maintain.
 
I agree with the coolant diagnosis. As for the chain "binding" in the finger....I had that happen on my old boat. It seems that the chain was getting twisted. What I did was dump all the chain on the bottom and then proceeded to haul in in short bursts. Then when the anchor was suspended off of the bottom, let it hang for a bit to allow any twists to works themselves out. When you get the anchor back on roller, check the condition of your swivel. It may need a little love.

Yes - don't mess around with that swivel - many a lost anchor as a result of them breaking. If it's not working properly replace it with a Mantus swivel.

There is a fall-safe mechanism that engages to arrest the turning of the gypsy itself when releasing the chain. I'm trying to decide if there is a missing or broken release mechanism. In the photo you can see a little metal latch with a hole in it. I feel like that hole receives a catch of some sort Not sure I can safely dissemble to troubleshoot.

techmitch - I'm embarrased by that. In fact, I just assumed that the Project 1000 was the windlass, because I have the manuals in my stack of OEM materials from the dealer. It's a Quick Windlass, though. Thank you for pointing it out. That's actually a little more clear.
