key pad module 1999 190BR

I just replaced the control pad for the horn, lights, blower, bilge pump etc after discussing the problem with my dealer. The old pad was working intermittently. The new pad doesn't work at all. All fuses in panel show green. Wires in new panel match the old and the wiring harness. Anybody have any suggestions before I haul it in to the dealer? (1999 190 bow rider)
 
Have same problem horn and blower turn on and off I replaced dash switch panel. no change Dealer suggests fuse panel box said no way to test i cleaned all grounds i could find. any suggestions?
 
My boat was near a lightning strike and I was having all sorts of problems. Turns out that my Electronic Interface Module was fried as well. All the lights lit up properly but after inspecting the board you could see one the components was burned. Here is a pic.
