Actually, Philadelphia is unusual among large northeastern cities in that it does not have "tough" gun laws. The Pennsylvania state constitution has a more explicit provision protecting the right of an individual to bear arms in self defense than the Second Amendment. As a result, Philadelphia is a "shall issue" carry permit jurisdiction. All you need for a carry permit is a clean record, there is not even a training requirement. There are frequent stories in the local media about would-be victims defending themselves with their legally-carried guns. Somehow, those stories don't seem to make it to the national media very often.Philadelphia

Philadelphia tries to pass local legislation limiting concealed carry every few years (typically when a new mayor comes in), and the state courts strike them down as unconstitutional. All it does is make headlines for the politicians and waste a lot of taxpayer dollars on useless litigation. Not only that, Pennsylvania is an open carry state. Paradoxically, in a "city of the first class" (meaning Philadelphia and Pittsburgh), state law requires a concealed carry permit in order to carry openly. But open carry is fine anywhere else in the state. As James Carville said, Pennsylvania has Philadelphia at one end, Pittsburgh at the other end, and everything in between is Alabama (no offense to anyone from Alabama).
