yes they do. Couple of years ago I bought 4 sets for under $100. Basically s SS flat rod with a hook on each end. One goes over rail and the other through the end of the fender. You will end up with the fender parallel to the rail and if you carry 4 fenders you may have some sight line issues. But--they are well made and cheap. I will post a photo later today if I can find one in the garage. New boat has vertical holders so I now use them to hold shore power cable along rail.
Do a search and they should come up.
