Ignition Switch

On my 1988 Laguna there are three toggle switches under the ignition key switches.The owners manual only says they are emergency ignition switches.Does anyone know what they are for or what they do?

Looks like one toggle switch and 2 breakers. If it's labelled "Emergency Start," it would be a solenoid to connect the two batteries to give you more cranking power if the batteries are run down.
