ignition fuse too hot

Hi-
I have a 1984 Searay 26' weekender with a 2004 5.7 mercruiser. The fuse just above the ignition key seems to get very hot. Almost too hot to handle. Open it up and it has a 25 amp fuse. Gets hot, but the boat seems to run fine. Has new altinater. Sometimes if I jiggle the fuse housing, the amp meter will fluctuate. Looked in the back. No coerosion and all is tight. It looks fine. Any help would be appreciated. Thanks.
 
Not sure if it helps but read my thread from 4/28. Voltage fluctuates due to loose lug on fuse panel. Bypassed it with an inline fuse and everything woks fine. Voltmeter works perfect.
