idles on the trailer, but not in the water???????

Everytime I get everything fixed...it's something else.

I have a 2000 Sundancer 270 with 4.3 EFI motors, and I thought I finally had all of the bugs worked out. I don't want to give too many details about what parts are new, because that creates assumptions that those parts are not bad. My assumptions have really hampered my problem solving in the past, and I do not want to fall victim to this again.

My boat will start up and idle all day long on the trailer with the bunny ears, but once I put the boat in the water, I cannot keep it running any slower than 1000 rpm. I am so confused. What's the difference?

The only lead I have is that every now and then it will idle right when I put it in the water for 5 minutes, but after that...nothing! It will start right back up, and if I run it up to 1000rpm, it stays running smoothly.

Runs and performs awesome at every speed but idle, and only in the water is it a problem.

Extremely hard to dock or load, and everybody thinks I'm a giant a$$hole when I go through a no wake zone!

Please Please give me some suggestions!!!

Extreme coincidence that it affects both engines.
 
Are you comparing running at idle on the trailer in neutral vs in gear while in the water? Will the boat idle in neutral at the dock without the problem? The problem may only show up once there is a load put on the engine (prop) at low rpm's.
