Idle exhaust ports ?

Hello, after a long day on the river today i came home and hooked up the ears to flush and i never seen this before but water was coming out of what a friend said was idle exhaust ports. I am a little freaked out since i have never seen this before on my boat.

So my question is, is it ok that water comes out only 1 of the 2 ports, and will it close up again? And if it dont close up will there be any harm?

Water comes out one port because you have an inline 4 cylinder. On a v6 or v8 water comes out both ports.
 
Thanks... Is it supposed to close back up? And if it dont is it a concern? Lastley, is it ok to run down the river with it open? And will it cause cavitation on take off?

When you speed up exhaust vents throught the hub.
